The south-north water project have been listed in the Tenth Five-Year Plan. Recently the east line and middle line in this project have been ready to start working. In order to change the status of lacking water in north of China, this paper discusses the necessity and the feasibility of diverting water from the southwest trunk rivers with the digital earth virtual technique, including the amount of water diverted, the geologic bedrock, the optimum line of diverting water and the impact on entironment.

Abstract:

Management on the jointly discharging of overtopped cofferdam is a typical semi-structured problem. So a decision support system is designed to address the management on the jointly discharging of overtopped cofferdam. This paper introduces systematically the structural framework, design principle, decisionmaking mode, and fundamental function of CDDSS. The system consists of four components: database subsystem, model base subsystem, graphics base subsystem, method base subsystem, and user-interface. A CDDSS is a man-machine interactive system,which integrates computer science and technology with the theory and method of systems science, management science and the theory and method of hydraulic and electric engineering. The case study illustrates that the friendly window-based user interface of the system enables the decision maker/user to take full advantage of the capabilities of the system in order to make effective real-time decisions.

Abstract: Ecological compensation is a new resource and environment management model. As one of the main areas for implementing ecological compensation policies, basin ecological compensation has become an important measure for encouraging basin pollution control projects and improving the quality of regional economic development. By applying the basic game analysis of evolutionary game theory and building an evolutionary game model with a “reward–punishment” mechanism, this paper compares the interest-related decision-making behaviors of the upstream and downstream stakeholders of basin ecological compensation. By using data on the water quality of Xiangjiang River Basin, this paper calculates the rewards and penalties in different intervals by building a parametric regression mathematical model and employing the local linear regression method. Results show that a decline in water quality should be fined RMB 925500 yuan, an improvement in water quality should be awarded RMB 1227800 yuan, and a deteriorating water quality should be severely fined RMB 5087600 yuan.
